Director, Applications and Information Management

Are you a results-oriented technology leader with a track record of success in leading by example to ensure the design and implementation of solutions that are creative and responsive to client needs? This senior mandate is an exciting opportunity to drive the development and implementation of IT infrastructure and strategies that will meet both administrative and academic systems needs across the College.

Fleming College is located in the heart of the Kawartha Lakes Region, in Central Ontario – a beautiful place to live and work, surrounded by natural beauty and a mere 90 minutes northeast of Toronto. The College’s 6,000 full-time and 10,000 part-time students, including hundreds of international students, attend at campus locations in Peterborough, Lindsay, Haliburton and Cobourg. Fleming offers more than 100 full-time programs in Environmental and Natural Resource Sciences, Fine Arts, General Arts and Science, Technology, Skilled Trades, Community Development, Health, Business, and Justice, as well as other Continuing Education courses. Fleming is also extremely proud of the more than 71,000 Fleming alumni who are contributing to their communities in the region, across the province and around the world.

Our Fleming, Our Future, the 2019-24 strategic plan recognizes that technology and changing demographics have disrupted the world in which we live. Augmenting this digitalization priority has been the rapid demand for change as a result of COVID-19. We are seeking a strong, strategic leader who, as Director, Applications and Information Management, will provide College-wide leadership relating to College Systems and Applications, Information and Data Governance, Application and User Account Security, and the College Intranet Portal.

Reporting to, and working closely with, the Chief Technology Officer (CTO), you’ll build and implement technology strategies to enable the accomplishment of Fleming College strategies and plans, and provide direction and leadership to teams responsible for the design, implementation and ongoing management of systems, databases and processes.

This is a high-impact mandate that will see you developing an ITS strategic plan aligned to the strategic priorities and plans of the College, defining associated system strategies and implementation paths, as well as developing and reviewing tactical proposals, plans and solutions for systems and determining how they advance progress on the ITS strategic plan. With your big picture focus and results-oriented strengths as a manager, you’ll develop an enterprise view of the College’s application and data solutions, including services, software and strategies for future enhancements, while balancing alignment with College strategies, good financial management, and industry trends and directions.

Among your other priorities will be:

  • Identifying major cross-College workflow improvements and changes to systems that will support those improvements.
  • Developing and maintaining an information architecture for the College.
  • Accountability for the integrity, security and efficiency of corporate, computerized, administrative data and systems.
  • Overseeing the selection, design, implementation, operation and monitoring of the applications and information systems for all client departments, both academic and administrative.

With a university degree in a related area, ideally, but not necessarily, in Information Systems, complemented by formal training/certification in data modelling, process flow documentation, and information systems project management, design, implementation and maintenance, you have a solid foundation for success in this pivotal role. Formal training or leadership experience related to Oracle/PeopleSoft’s ERP enterprise product and/or student information systems would be beneficial.

This senior mandate calls for 10+ years of related, progressive experience in the area of information services management and applications delivery, with demonstrated success in effective strategic applications and information planning, and managing multi-year, multi-stage plans to transition functions from highly manual and bureaucratic processes to efficient, technology-enabled processes.

Your track record of accomplishments includes experience leading, or having a significant role in, major implementations such as an ERP (ideally PeopleSoft) or other implementation spanning multiple organizational units, and having a significant impact on how the organization operates, including change management, end-user engagement, project management and evaluation of outcomes.

Along with highly developed analytical, problem-solving and interpersonal skills, your finely tuned written and verbal communication abilities will prove invaluable on a daily basis, especially when it comes to translating highly complex conceptual technical planning into day-to-day language. Strong persuasion and relationship management skills are equally important, to establish rapport and develop strong working relationships with the College’s diverse stakeholders, and manage competing priorities.

This is an opportunity to call upon your experience in the post-secondary education sector, and your deep understanding of the functions and operations of an effective Registrar’s Office and Academic Operations, as well as Finance, Human Resources and other administrative areas, enabling you to understand how the College operates, and its business processes and workflows.

You are conversant with information security protocols and relevant legislation governing applications and information management, and have successfully managed a project portfolio, keeping multiple projects on track effectively – both directly and through others. As a manager, you also possess strong team-building and people management skills, and are adept at developing and managing budgets, including building business cases and cost-benefit analysis.
