Your Opportunity:
Under the direction of the Manager, Employee Relations, the Human Resources Advisor is a strategic business partner and is responsible for providing labour relations and human resources advice and consultation to managers, supervisors and employees in their assigned Client groups. Duties include: labour relations, employee relations, conflict management, performance management, job design, classification, talent management and various other human resources functions. The Human Resources Advisor works closely with College leaders to assess human resource requirements, identify and monitor issues, as well as ensure accurate and consistent application of relevant legislation, collective agreements, terms and conditions of employment as well as College policies and procedures. The Human Resources Advisor works with the Human Resources team (Director, Managers, Coordinators and Assistants) to implement best practices and strategic human resource programs, policies and initiatives, which support the College’s mission, core values and key directions.
Education and Experience:
A Bachelor’s degree in a related field is required. A minimum of five years of experience in a similar role. This includes providing labour relations and human resources advice and consultation to managers, supervisors and employees in the following areas:
- Labour Relations, including: Collective agreement interpretation, performance & conduct management, grievance investigation and handling, progressive discipline, conflict management and collective bargaining, etc.
- Job Evaluation & Job Design;
- Recruitment & Selection;
- Other HR services & support, including: talent management, disability management, change management, training & development.
Experience in a unionized environment is required
Functions and Duties:
1. Partners with departments to assess short- and long-term business needs of the client groups and provides strategic human resources direction to meet their operational requirements; consults with stakeholders on an ongoing basis to determine evolving human resource requirements and assists with the development and implementation of responsive, effective and value-added human resource strategies
2. Serves as initial point of contact to the business in providing advice, problem resolution and facilitation in the areas of talent management, employee and labour relations, and performance management; provides advice on human resource policies, procedures, and documentation; researches, identifies, and analyzes specific employee relations concerns and makes recommendations
3. Advises on links between job content, job description and job classification; provides assistance on creation of job descriptions; may draft job descriptions; evaluates jobs under appropriate classification system and recommends classification
4. Provides interpretation and advice regarding Okanagan College policies and collective agreements
5. Provides advice and guidance on grievances or other formal and informal matters; supports the dispute resolution process including investigating issues/grievances and engaging in discussions with stakeholders in an effort to achieve effective resolution; maintains documentation and develops draft responses for the responsible manager
6. Researches and assists with negotiation and arbitration preparations; prepares labour relations reports and documents relating to negotiations, grievances and arbitrations
7. Provides expertise on human resources best practices to guide business stakeholders on matters such as performance management, human rights, employment standards and other labour legislation; explores and determines innovative and creative approaches to resolving employee and labour relations issues; manages all requests for non-disability-related Human Rights accommodations
8. Partners with clients to develop change management strategies and related targeted communication plans for employees; manages workforce change process including adjustment strategies and layoffs
9. Partners with the department on developing talent plans
10. In consultation with stakeholders, develops and delivers training and development initiatives
11. Represents the employer on joint committees and/or participates as a member of other committees as assigned
12. Reviews and audits human resource practices; identifies anomalies, discrepancies, departures from policy, the proper interpretation and application of collective agreements and/or other terms and conditions of employment and makes recommendations for improvement
13. Provides input on the development and implementation of corporate human resource management policy; drafts policy and/or procedures for approval
14. Participates in organizational change initiatives
15. Performs other duties as assigned
Skills and Abilities:
- Strong labour relations knowledge including but not limited to collective agreement interpretation, grievance investigation and handling, progressive discipline, and collective bargaining
- Extensive human resources knowledge at a professional level, including, but not limited to recruitment and selection, compensation and job evaluation, performance development, disability management, duty to accommodate, supporting change, and training and development
- Sound knowledge of applicable employment legislation and regulations
- Excellent research skills with ability to synthesize data/information and develop/deliver findings and recommendations
- Must be flexible and able to manage high work volume and conflicting priorities with frequent interruptions to attend to matters of an urgent nature to meet deadlines
- Excellent computer skills with proficiency using Microsoft Office Suite, HRIS

Annual Salary/Hourly Rate:
Range $64,860 to $86,480. Typical Hiring Range $77,832 to $86,480.
