COVID-19 Vaccination Requirements in Effect

All employees of Bow Valley College who attend our campuses will be required to be double vaccinated effective October 25th, 2021 and to provide proof of vaccination status. Employees who do not provide proof of their vaccination status up to and including October 25th must participate in our rapid testing program. After October 25th rapid testing will no longer be available and all employees will need to provide proof of double vaccination in order to attend our campuses.

The International Partnership Relations and Recruitment Specialist is responsible for strategizing, managing, evaluating and overseeing activities relative to the International Agent Relations portfolio and international recruitment business analysis and subject matter expertise. This extends to:

  • International Student Recruitment; ensuring regional diversity of Authorized Agency representation, onboarding and training of agents and overseas representatives,
    Creating agent training content for Panda portal, quality control measures for proper distribution of information to prospective clients, administering, analyzing and maintaining International Agent website portal, VAS, Panda portal, Edvisor and oversight of agent represented student application processing, new international application system (VAS) and enrollment.
    Administering responsibilities related to agent contracts and commissions as well as initiatives relative to overseas and onsite recruitment including hosting of Agent Delegates.
    Managing institutional partnerships with the goal of increasing international enrollments and serve as the systems expert on VAS and other new information systems.

Areas of Responsibility Include:


Agent Portfolio Administration: - 40%

New Agent Contracts
Drafts and analyzes the international recruitment strategy; responsible for hiring the right agent from different international markets.
Liaises with agent partners as subject matter expert and establish solid and professional business relations to support the international recruitment strategy.
Creates and implements training opportunities for new and current agents.
Leads the agent selection in Edvisor platform to initiate international partnerships.
Leads and administrates the PANDA portal (for agent training) and coordinates the production of material.
Ensures agent contracts are drafted accurately as per the lineaments of the College.
Creates and maintains the contract workflow from the agent application stage to the extent of the contract execution and onboarding training.
Tracks and troubleshoots issues with the workflow to ensure new contracts are executed in a short timeline.

Current Agent Relations

Builds and maintains relationships with international learner referral networks in the global community, specifically agencies, overseas representatives, and organizations such as language training institutes.
Manages relations with authorized agents and overseas representatives in a professional manner; mitigates miscommunication and conflict and establishes high standards for recruitment.
Oversees the inter-departmental agented learner application admission and enrollment process for efficiency and timeliness; problem solves when barriers related to processes or specific learner cases arise.
Is the primary source of counsel for all communications and inquiries regarding international authorized agent learner applications including:
o guidance of academic pathway planning
o advising around academic goals and program entrance requirements,
o requests for special consideration refunds or deferrals.


Agent Portfolio Administration

Reviews prospective agent applications and prepares recommendations regarding new and current authorized agent agreements and contract renewals in compliance with renewal periods and processes.
Administers contract renewal and contract issuing processes in collaboration with multiple additional Bow Valley College departments as per internal risk mitigation process.
Establishes and conducts ongoing regular monitoring, evaluation and feedback models for current authorized agents to assess activeness, effectiveness and quality of applications.
Prepares reports on each intake regarding agent activity for internal review, evaluation and planning.
Provides recommendations supported by qualitative and quantitative data on the department authorized agent and general recruitment strategy as it aligns to the overall department strategic plan and goals.

Produce and Process Agent Commission:

Responsible for drafting commission payments documents and invoices which range from over $800k to over $1.2MM Canadian dollars on a yearly basis.
Creates accurate reports to ensure that the claims paid by the College to the agents are correct and with no errors.
Reconciles commission claims with system information and ensure that commission claims are accurate and eligible for payment.
Communicates with Manager, Director and CFO to sign invoices based of the authorization limit.
Designs, drafts and determines VAS commission payment process and integration with SIS (U4).
Seeks invoice payment approvals and submit to Finance for payment processing.
Produces reports and clarification on eligible and non-eligible payment for agent’s payment reconciliation.
Keeps track of commission payments to agents.
Maintains historical records of claims and invoices.
Submits payment requests to finance.

Delegation Hosting

Coordinates and facilitates on-campus tours for visiting prospective agented learner and agent representatives.
Plans, prepare and facilitates the itinerary regarding visiting agent delegation (current or prospective) groups from overseas

Recruitment Planning, Implementation and Evaluation 40%


Determines, selects, and participates in online, local, and overseas recruitment fairs.
Drafts and implements the strategic plan for international recruitment.
Drafts and implement international student country diversification strategy.
Offer recruitment webinars online and face-to-face to prospective agents and applicants.
Collaborate with the manager in the conceptualization of the recruitment strategy and promotions to increase conversion of international students’ enrolment.
Identify opportunities to prioritize applications based on external data inputs (government processing times, local country conditions, geo-politics etc.).
Review international student enrollment for forthcoming terms and identify trends, challenges and opportunities, as well as provide concomitant recommendations.
Research and propose participation in authorized agent and general recruitment events, as would align with International Education Business Plans.
Evaluate and report on any undertaken recruitment initiatives which provides ongoing SWOT analysis feedback regarding the College’s international recruitment.
Attend events, makes presentations, and represents Bow Valley College overseas to promote the recruitment of international learners.

International Enrollment Management Initiatives

Maintaining a valid and active Registered Canadian Immigration Consultant (RCIC) designation, supports students and agents navigating the immigration and visa process.
Provides guidance to the agented student applications and enrollment team.
Participates in the development and implementation of communication strategies related to the application and admission cycle.
Provides guidance and helps ensure a smooth flow of the support provided by the International Agent Applications and Enrollment Representative and two International Learner Representatives to agented applications
In collaboration with the Manager, develops and plans the delivery of international enrollment training opportunities for staff.

Institutional Pathway Partnerships 10%

Initiates and manages institutional partnerships with local English language institutions to establish partnership agreements with the goal of opening recruiting opportunities and increasing international enrollments.
Liaises with internal (Legal, School of Global Access, Office of the Registrar) and external (ELL institutional partner) stakeholders to draft legal agreements to establish a partnership between the College and our partner institutions.
Liaise and collaborate with partners on recruitment opportunities.
Participates and drafts the strategy and criteria to select and qualify partners.
Implements the partnership strategy
Software tools Administration and business analysis 10%

VAS Administrator

Provides guidance and assessments of workflow/processes within the department and identify opportunities to improve efficiencies.
Analyzes results of international admissions and enrollment key performance indicators and identify opportunities for improvement.
Coordinates application deferrals during the transition from APAS to VAS.
Supports and implements new agent user profiles for VAS; prepares workflow manuals.
Updates information in VAS (email notifications, conditions for acceptances, agent information); provides support on VAS troubleshooting for agents
Supports the smooth delivery of the international application process from the point of application to completed application submission by applicants.
In collaboration with the Manager, establishes the application, enrollment management and priorities and targets to support departmental and institutional priorities.

In collaboration with the Manager, co-chairs IE-ADMISSIONS international enrollment management committee (monthly).
Ensures international admission decisions for concurrent applications cycles are handled timely and effectively. The College is committed to process applications in 10 business days.

New Student Information System’s Subject Matter Expert

Acts and participates as the International Education Department Subject Matter Expert for the integration of VAS project and the new Student Information Management System, Unit 4
Implements and strategize the needed functionalities to accommodate student recruitment, agent management and integration with VAS.


Minimum Requirements

  • Bachelors’ Degree - Arts, Social Sciences, Education or Business Administration
    Valid status as a Registered Canadian Immigration Consultant (RCIC)
    5 years’ work experience in a recruitment or educational environment, plus customer service in dealing with a diverse clientele, process improvement and partnerships relations management.
    Flexibility with work hours based on operational activities
    An equivalent combination of directly related education and experience may be considered



  • Experience in recruitment or administrative work related to the position assignment, or an equivalent combination of education and experience.
    Advanced knowledge of an Admission process within post-secondary environment demonstrating knowledge of Admission criteria, policies and procedures.
  • Experience and understanding of basic enrolment management principles.
  • Understanding of Enrolment Management principles as they relate to a post-secondary environment
  • Requires advanced skills in use of Microsoft Word documents, spreadsheets and databases in order to maintain a communication flow of letters, emails and telephone calls.
  • Experience in the development and use of an integrated student information system for the purposes of maintaining and using student records.
  • Experience in interacting with various cultures and languages
  • Ability to perform tasks accurately with minimal supervision while sustaining concentration and withstanding interruptions.
  • Ability to plan, manage and develop a high volume of work with accuracy and attention to detail.
  • Ability to gather, analyse and interpret data.
  • Excellent written/verbal communication skills.
  • Superior skills in the provision of customer and/or student services.
  • Excellent organization, multi-tasking skills and the ability to deal effectively with deadlines and time pressures.
