Reporting to the Director, Government Relations and Policy Research, the Manager is primarily responsible for ensuring the effective and efficient management of government relations activities and policy analysis to support and advance CICan advocacy priorities. He/she is responsible for managing a team of professional staff.

The work of the Manager will be reviewed by the Director based on objectives and a work plan set annually.

As a member of the management team, he/she is expected to contribute to CICan’s strategic planning, priority setting and policy discussions and to the achievement of the goals and objectives of the Association.

The Manager must have an excellent understanding of the Association’s goals and objectives, especially its advocacy priorities. He/she must be familiar with the Canadian postsecondary education systems, strong knowledge of member institutions’ operations and capabilities, the diversity of their mandates and structures, the environmental contexts within which they operate, including the socio-economic political and cultural issues which affect them is required. He/she must also have a strong understanding of federal government players at the political and bureaucratic levels. Direct experience inside Government, either in a political office or as a public servant is considered a strong asset.

Connaissances et compétences


  • Graduate from a recognized post-secondary institution or an equivalent combination of education and relevant experience.
  • Sound knowledge of the college system in Canada, including the capabilities, interests and potential of Canada’s colleges/institutes as well as the challenges faced by them across the country.
  • Familiarity with national issues in post-secondary education and community economic and social development.
  • Sound understanding of how the federal government functions at both the political level and the bureaucratic level.
  • Direct experience inside Government, either in a political office or as a public servant is considered a strong asset.
  • Demonstrated research and analytical abilities.
  • Experience in work planning, financial management, budgeting, staff supervision, project monitoring, evaluation and reporting.
  • Strong oral and written skills in English and French.
  • Strong communication, organizational, interpersonal skills with demonstrated abilities to relate effectively with senior officials, employers, member institutions and other partners.
  • Functional knowledge of Microsoft Office Suite software.
  • Able to travel domestically.

Tâches et responsabilités


Working under the day-to-day supervision of the Director, the Manager will have the following specific responsibilities:

Government Relations Operations

  • Operationalizes and improves systems and processes for the effective delivery of government relations outreach led primarily by senior management.
  • Ensures that effective liaison is maintained, in collaboration with Senior Policy Advisors and the Director, with counterparts in the federal government, political staff, parliamentary committees and senior staff in other partner organizations to keep abreast of key public policy trends affecting colleges and institutes.
  • Establishes and supervises a government relations monitoring systems to track parliamentary and federal government studies, consultations, policies, programs, legislation and regulations related which are relevant to CICan members.

Policy Analysis and Research

  • Ensures that policy research initiatives, as well as other initiatives as assigned, are implemented effectively and efficiently to meet the objectives identified in consultation with the Director and those in the Corporate Strategic Plan.
  • Engages in and supervises policy research including the preparation of submissions, position papers and reports.
  • Ensures the monitoring of media, stakeholder and partner public policy activities and positions.
  • Collaborates with the Strategy, Governance and Research Team on research initiatives about the college system and specific capacity related to policy priorities of interest to the federal government.
  • Provides advice to Senior Management on the views of senior government officials about public policy issues and trends, data needs, information gaps and interpretations of research.

Member and Stakeholder Engagement

  • Establishes and sustains strong working relationship with member institutions, partner organizations representing postsecondary education, business organizations.
  • Manages the planning of events and meetings as well as other activities as assigned by the Director or Vice-President, to support the Association’s advocacy priorities and the objectives of the Corporate Strategic Plan.
  • Supports the work of member committees and networks in collaboration with Senior Policy Advisors through the organization of meetings and ensuring regular member communications through member networks

Team Management

  • Evaluates and participates in recruitment and selection of new employees.
  • Prepares annual objectives and work plans for his/her areas of responsibility.

Support to the President

  • Assesses and delegates key support requirements for the President and CEO using a portfolio approach with the Senior Policy Advisors preparing materials and documentation.
  • Prepares material for or participates in meetings with the President and CEO as requested.


Graduate from a recognized post-secondary institution or an equivalent combination of education and relevant experience.
