Job Summary:

 

Reporting to the Director, International Partnerships, the Senior Program Officer is primarily responsible for supporting the development, planning, implementation and management of complex activities, primarily related to the PSG-EFE program. This includes developing work plans and budgets, doing research, drafting reports, writing position papers, preparing and giving presentations, and coordinating the day-to-day work assigned to various staff in the PSG-EFE division team.

 

The incumbent will play a leadership, consulting and problem-solving role with member institutions, partners, senior officials, funding agencies and staff. This position will focus mainly on activities in Senegal.

 

The Private Sector Growth through Education for Employment (PSG-EFE) project, funded by Global Affairs Canada (GAC) facilitates the participation of Canadian colleges in supporting and building capacity for employment and entrepreneurship by restructuring technical and vocational education and training (TVET), synergy networks and local ownership.

 

The Senior Program Officer’s work will be reviewed by the Director, International Partnerships, according to objectives and work plans set annually.

  • interact effectively with CICan staff and with senior and administrative staff from member institutions, partners and external agencies;

  • take initiative in solving problems within the framework of the assigned project;

  • provide support and training to Senior Technical Advisors, team members and member institutions;
  • have a significant ability to analyze, synthesize and write reports;
  • prioritize and organize work effectively and efficiently;
  • treat everyone fairly and equitably and maintain high ethical standards;
  • perform duties in accordance with CICan competencies, values and code of ethics;
  • be available to travel domestically and internationally occasionally.

 

 

 

 

 

Specific Expectations: The Senior Program Officer will:

 

  • participate in developing, planning, implementing and managing activities supporting the framework of the PSG-EFE program;
  • review and administer projects and/or partnerships implemented by member institutions, and coordinate the workflow associated with the projects, in particular by providing guidance, assisting with planning and providing operational support to member institutions, the funder and associated staff and consultants;
  • participate in the development and drafting of the program implementation plan, the core program documents documents (Logic, Models, Performance Measurement Framework and Risk Registry), annual work plans, budgets, analytical reports, handbooks, training manuals, workshop materials and other documents with the Senior Technical Advisor (STA) and local consultants;
  • develop and implement various tools to be accessed by member institutions;
  • prepare and monitor budgets and financial activity reports;
  • provide support and training for the Senior Technical Advisor, team members and member institutions;
  • coordinate missions and the recruitment of consultants including the development of evaluation, selection and orientation processes, in Canada and abroad;
  • draft consultant contracts, manage deliverables, monitor contract compliance and facilitate timely payment of invoices;
  • prepare calls for proposals for our membership, with terms of reference provided by partners, in collaboration with the Senior Technical Advisor;
  • develop and update operations manuals and work templates for the PSG-EFE program;
  • conduct research, including obtaining information, records, position papers and presentations;
  • prepare communications, submissions, reports and position papers to/for the federal government, and other documents for public consumption;
  • develop and implement policies, procedures and strategies;
  • write narrative and financial reports, proposals and concept papers;
  • maintain contact with funders, embassies, related government sectors in Canada and overseas partners;
  • promote and market the role and expertise of the membership and of CICan and the opportunities for member participation in various phases of the projects;
  • assist in the development of strategies for new projects;
  • perform other related duties as may be assigned from time to time.

Minimum Requirements:

  • graduate from a post-secondary institution, or an equivalent combination of education and experience;
  • good knowledge and understanding of the college/institution system in Canada;
  • leadership, decision-making and problem-solving abilities;
  • solid organizational, interpersonal and communication skills;
  • demonstrated experience in analysis and summary, and in drafting implementation plans, work plans, narrative and financial reports, budget forecasts and operational manuals;
  • demonstrated abilities in planning, implementing and administrating programs and projects by GAC and other donor agencies;
  • demonstrated abilities in budget development and management, in preparing financial reports for projects and in account reconciliation, etc.
  • demonstrated skills and abilities in research and evaluation methods;
  • demonstrated experience in preparing and managing consultant contracts and deliverables;
  • experience in organizing missions and events;
  • demonstrated experience in supporting field office operations;
  • confirmed experience in capacity-building and training;
  • demonstrated ability to work collaboratively with a variety of stakeholders and at various levels of organizational hierarchy;
  • experience in strategic planning, preferably as it relates to project/program management;
  • excellent research, analytical and writing abilities to prepare reports, concept papers and/or proposals for GAC and other funders;
  • in-depth knowledge of the Government of Canada’s Feminist International Assistance Policy;
  • in-depth knowledge of collaborative approaches that address community needs;
  • fluency in written and verbal French and English;
  • in-depth experience with results-based program management;
  • ability to use Internet search engines;
  • demonstrated ability to use the Microsoft Office Suite (intermediate Excel) and communication technologies.

Desirable Abilities/Experience:

  • work experience in Senegal or elsewhere outside Canada;
  • work experience in a post-secondary institution in Canada;
  • cross-cultural sensitivity and adaptability to new environments;
  • knowledge of and experience with the federal government, particularly GAC;
  • knowledge of development strategies and of the economic and political realities of developing countries;
  • experience in managing and evaluating academic programs.
