We are looking for a Senior Technical Advisor
The Senior Technical Advisor (STA) will be based in Ulaanbaatar, Mongolia, leading the SkillShift program as the designated CICan representative. The STA will engage with key stakeholders across government, educational institutions, industry, and donors, supporting both Mongolian and Canadian partners in implementing the program. They will ensure the overall cohesion, coordination, and quality of contributions from Canadian partners, fostering effective collaboration and coordination. Additionally, the STA will provide technical and policy advice to stakeholders as needed, manage the office in Ulaanbaatar, supervise local staff, and perform effectively at both policy and operational levels.
The SkillShift program in Mongolia is a 5-year, $5 million initiative implemented in collaboration with Mongolia’s Ministry of Education and Science (MOEAS). The program will work across three main components:
First, the program will build the capacity of MOES and the Mongolian National Center for Education Accreditation (MNCEA) staff to develop National Vocational Qualifications (NVQs) within Mongolia’s newly drafted National Qualifications Framework (NQF). SkillShift Mongolia will also build the capacity of MOES staff to develop and implement a national policy for TVET teacher training and a separate policy on the integration of gender equality into the TVET sector.
Second, the project will work directly with Nalaikh Polytechnic in Ulaanbaatar’s Nalaikh district, Bayanchandmani Polytechnic in Tuv Province, and Khovd Polytechnic in Khovd Province to develop and pilot a standardized, national curriculum for pre-service and in-service TVET teacher training.
Third, SkillShift Mongolia will work with the three partner polytechnics to develop and deliver Mongolia’s first national TVET leadership training program, which will enhance leaders’ capacity in TVET leadership, polytechnic governance and operations, engagement with industry, program development with and for industry, curriculum reform, preparing graduates with employment ready skills, creating inclusive learning environments for diverse students (with a focus on women and students with disabilities), teacher training and faculty development, and internationalization. The TVET leadership training program will target Principals, Training Managers, Partnership Officers and Social Officers.
MINIMUM REQUIREMENTS
EXPERIENCE
10 years of experience
- In managing complex, donor-funded international programs, preferably in the education sector;
- Working in and/or with the Canadian college/institute system and network;
- In budgeting, financial monitoring, resource allocation and the production of financial reports;
- Skills training or Technical and Vocational Education and Training (TVET) in the public and/or private sector;
- Qualifications frameworks development or teacher training curriculum development or teacher training delivery or TVET leadership training development and delivery
- Working in partnership with industry and TVET at a systems level to build effective training solutions to meet industry needs;
- Results-based management;
- Designing and implementing monitoring and evaluation frameworks for international donor-funded programs;
- Managing teams, preferably in an international context;
- In managing office operations, supervising staff, and ensuring effective administrative functions;
- In stakeholder management and representation;
- In applying gender equality concepts in an international development context; and
- Writing, reporting and presentation skills in English.
KNOWLEDGE OF
- Results-based management, quantitative and qualitative methods, data analysis, using data for program management;
- Qualifications frameworks development and/or teacher training curriculum development/ delivery and/or TVET leadership training and delivery Mongolian TVET system;
- Political systems, regulations and administrative practices that can operate in international environments;
- Gender equality concepts and practices;
- Human resources practices, including recruitment, training and performance management;
- Leadership and problem-solving methodologies in cross-cultural settings and participatory management context; and
- Microsoft Office Suite, especially Excel, Web and Information and Communication Technologies (ICT) tools.
EDUCATION
- Post-secondary diploma in international relations or development, program management, business, finance, politics, or an equivalent combination of education and relevant experience.
- Certification in project management PMP (an asset).
Compensation: $109,435 to $127,090 annually
Status: 5-year Term position
Location: Ulaanbaatar, Mongolia (the successful candidate will need to relocate to this location)
