Consultancy in Gender Equity within the TVET Sector
TITLE: GENDER SPECIALIST
(National/Caribbean consulting contract, part-time)

DURATION Part-time position for 5-years. Initial period is 1-year (April 30, 2019 – March 1, 2020).
Skills to Access the Green Economy (SAGE) is a 5-year program funded by Global Affairs Canada that is just launching. It will focus on building capacity to fill skills gaps hampering climate change mitigation efforts and filling jobs in the green and blue economies and will be active in 6 Caribbean countries: Belize, Dominica, Grenada, Guyana, Jamaica and St. Lucia.
The ultimate outcome of SAGE is to create a more qualified labor force for employment in key economic sectors associated with climate change in Guyana, Dominica, St. Lucia, Grenada, Jamaica and Belize.
SAGE has three intermediate outcomes:
- Increased number of adolescent girls and women, youth and vulnerable populations trained in demand-driven technical and vocational education (TVET) fields.
- Increased capacity of training institutions to deliver gender-sensitive skills training programs that meet economic and environmental needs in the Region.
- Increased participation of small and medium size enterprises (SMEs) in gender equitable workforce planning, development, training and certification.
SAGE requires the services of Canadian and national consultants to support the delivery of specific outcomes and outputs of the program, to include the development and delivery of a sustainable leadership and management model for vocational and technical education and training institutions in the Caribbean region.
Reporting to the Director, Caribbean and Anglophone Africa, International Partnerships in Ottawa (or designate), and working in collaboration with the SAGE Senior Technical Advisor (STA), and other stakeholders in the Caribbean region, the Gender Specialist will act as the principal resource on gender equality issues, practices and policies relevant to technical and vocational education and training (TVET). The Gender Consultant will interact with SAGE partners including government ministries, agencies and departments, private sector employers in the green and blue economies, Caribbean technical and vocational institutions and their Canadian college partners.
The Gender Specialist will: refine the SAGE gender equality strategy; liaise and collaborate with Caribbean gender specialists and the CICan gender specialist; develop and pilot a set of gender equality teaching and learning resources for SAGE stakeholders; conduct gender analyses in workplaces and training institutions, assist institutions working with SAGE to develop and implement gender equality policies and strategies; contribute to the development of gender equity curriculum modules; and contribute to project planning and monitoring activities.
The Gender Specialist will:
- Conduct a literature review, to develop a gender analysis of TVET in the Caribbean region (specifically St. Lucia, Grenada, Dominica, Guyana, Jamaica and Belize), the gender analysis of employment in green and blue economy.
- Conduct an inception mission to meet with SAGE stakeholders in the Caribbean.
- Conduct a situational needs assessment to identify gender equality strategies and tools in place; to be developed; and to be enhanced in SAGE partner institutions.
- Identify and articulate key global and local gender equality issues as they relate to the education sector generally, and to post-secondary technical-vocational education and training (TVET) specifically.
- Contribute to the development, implementation, and tracking of SAGE’s Gender Equality strategy. Report on the progress of the strategy as part of the SAGE Mid-Year and Annual reports.
- Develop and pilot a Gender Equality toolkit which suggests gender approaches, content, and strategies for inclusion in teacher and leadership training curricula and learning resources, and in the curricula, learning resources of the new and/or enhanced programs in the SAGE institutional partnerships, and gender analysis tools for employers.
- Work closely with SAGE implementing partners (training institutions and employers) to complete gender analyses, develop learning resources, modify discriminatory institutional practices, and develop specific tools for use by these partners to sustain gender equality beyond the project.
- Provide technical assistance to SAGE institutional partners and stakeholders to develop and implement gender equality strategies, policies, practices, and awareness-raising campaigns.
- Deliver train-the-trainer gender training to gender champions within partner institutions and workplaces, and model delivery of gender training to youth participating in the program.
- Provide technical assistance to SAGE institutional partners to ensure gender equality curriculum content is current.
- Contribute to the development of a gender equality course module and/or learning outcomes for inclusion in program curricula in the institutional partnerships.
- Contribute to the development of terms-of reference, operation manuals, and program reports with respect to gender equality issues, as requested.
- Travel as required in the Caribbean region to discuss gender equality issues, and to meet with relevant ministries, TVET institutions, other agencies, and committees.
- Establish a technical assistance cross-cutting themes network and organize and facilitate meetings of the network, as required.
- Respond to requests for gender equality perspectives for CICan’s communication and marketing purposes.
- Assist with the monitoring and implementation of SAGE gender equality targets.
- Participate in SAGE forums to share best practices in gender equality with other stakeholders, as requested.
- Participate in SAGE consultations and meetings, as requested.
- Communicate with stakeholders using ICT where possible to minimize travel.
- Prepare reports and documents as requested by the Director, Caribbean and Anglophone Africa or delegated program staff.
- Provide verbal updates periodically as requested by the Director, Caribbean and Anglophone Africa or delegated program staff.
Part-time position for 5-years. Initial period is 1-year (April 30, 2019 – March 1, 2020).
The Gender Specialist will be based in the Caribbean region (ideally in St. Lucia, Grenada, Dominica, Guyana, Jamaica or Belize).
The maximum budget for this National (Caribbean) part-time consultancy is $54,600 CAD/year.
The Gender Specialist will have:
- An advanced degree related to Gender, Education, Economics, or a related area in the Social Sciences from a Caribbean or Canadian university or equivalent.
- Significant experience consulting on or implementing gender equality practices in tertiary education institutions.
- Significant knowledge of international protocols followed by tertiary education institutions implementing gender equality practices.
- Experience developing policies and action plans to introduce gender equality in the context of an educational institution.
- Experience in research, participative consultations, strategy formulation, and report-writing.
- Experience in delivering participatory workshops and interacting with vulnerable youth.
- A proven ability to work with a wide range of stakeholders in government and education.
- Experience working with diverse clients in a multi-cultural setting.
- A proven ability to work in a team environment.
- Excellent written and oral communication skills in English.
- A good level of proficiency with using the Internet, MS Office applications (Word, Power Point, Excel, and Outlook), and Skype (or a similar application).
PREFERRED ABILITIES, QUALIFICATIONS, AND EXPERIENCE
The Gender Specialist will preferably have:
- Knowledge of, and some experience with, Results-Based Management (RBM) and Logic Model planning and reporting frameworks;
- An understanding of the gender equality challenges in the context of TVET delivery in the Caribbean region;
- Experience in teaching and/or curriculum development related to gender equality.
- Experience working internationally and in the Caribbean region.
- Experience working in a donor-funded program environment.
