BACKGROUND

 

Skills to Access the Green Economy (SAGE) is a 5-year program funded by Global Affairs Canada that is just launching. It will focus on building capacity to fill skills gaps hampering climate change mitigation efforts and filling jobs in the green and blue economies and will be active in 6 Caribbean countries: Belize, Dominica, Grenada, Guyana, Jamaica and St. Lucia.

 

The ultimate outcome of SAGE is to create a more qualified labor force for employment in key economic sectors associated with climate change in Guyana, Dominica, St. Lucia, Grenada, Jamaica and Belize.

SAGE has three intermediate outcomes:

  • Increased number of adolescent girls and women, youth and vulnerable populations trained in demand-driven technical and vocational education (TVET) fields.
  • Increased capacity of training institutions to deliver gender-sensitive skills training programs that meet economic and environmental needs in the Region.
  • Increased participation of small and medium size enterprises (SMEs) in gender equitable workforce planning, development, training and certification.

SAGE requires the services of Canadian and national consultants to support the delivery of specific outcomes and outputs of the program, to include the development and delivery of a sustainable leadership and management model for vocational and technical education and training institutions in the Caribbean region.

 

GENERAL ACCOUNTABILITY

 

Reporting to the Director, Caribbean and Anglophone Africa, International Partnerships in Ottawa (or designate), and working in collaboration with the SAGE Senior Technical Advisor (STA), and other stakeholders in the Caribbean region, the Green Skills Audit Consultancy will act as the principal resource on the intersection of skills training gaps and projections and climate change issues, practices and policies relevant to technical and vocational education and training (TVET). The Consultant will interact with SAGE partners including government ministries, agencies and departments, private sector employers in the green and blue economies, Caribbean technical and vocational institutions and their Canadian college partners.

The Green Skills Audit Consultancy will focus on identifying the additional training and knowledge that technicians, among others, will require to support initiatives introduced to combat the effects of climate change in the region. Lack of technical expertise is cited as a capacity gap that inhibits progress on mitigation and adaptation efforts.

This need for new skills and for workers for emerging fields provides an opportunity for the unemployed youth and women in the region to train for occupations that build resilience to climate change while also lifting themselves out of poverty. Their skills, in turn, will assist the small and medium enterprises for which they will work to adapt their business processes to be more environmentally sustainable.

The audit will provide information on male and female participation in the sectors explored, allowing SAGE to identify imbalances and identify areas for improving gender equality.

 

SPECIFIC ACCOUNTABILITIES

The successful applicant will conduct green skills audits in Belize, Jamaica, Guyana, St. Lucia, Grenada and Dominica to:

  • Identify skills gaps within existing occupations crucial to implementing climate change adaptation projects (traditional trades such as construction, electrician, e.g.)
  • Identify new emerging occupations at the technician level for which training is required (energy auditor, coastal assessor, e.g.)
  • Identify changes required for agriculture and tourism practices in response to the effects of climate change.
  • Research and recommend preparatory, technician and short programs needed to ensure that the Caribbean citizens can be engaged in addressing local climate change-related challenges.
  • Identify technical challenges that small and medium enterprises that may be cause by climate change and that could be addressed through focused applied research projects.
  • An analysis in each of the 6 countries, and in the broader Caribbean where possible, and present a report that will be shared with CARICOM, etc. to help with skills training and climate change initiatives.

LOCATION

 

The Green Skills Audit consultancy is open to consultants/organizations in Canada and the Caribbean region.

 

 

MAXIMUM BUDGET

 

The maximum budget for this part-time consultancy is $25,000 CAD. Additional funds will be available for travel.

 

MINIMUM REQUIREMENTS

 

The Green Skills audit is seeking consultants/organizations that have:

  • Previous experience conducting green skills audits
  • Understanding of “green jobs” and “green skills”
  • Understanding of regulations, policies and strategies in support of green skills and employment in the Caribbean region ( or experience in other regions)
  • Understanding of the key features of skills anticipation in relation to green jobs and skills
  • Extensive experience working with environmental and climate change programs
  • Involved in research and study in the field of green skills and climate change.

 

PREFERRED ABILITIES, QUALIFICATIONS, AND EXPERIENCE

 

The Green Skills audit consultancy per will preferably have:

  • Understanding of Technical and Vocational Education and Training ( TVET)
  • Background in environmental/climate change
  • Experience developing reports/recommendations on green skills.
  • Experience in working in the Caribbean.
