Description

This position is responsible for the leadership and direction of international student recruitment initiatives. Reporting to and working closely with the Director, this position will be responsible for the design and implementation of the international student recruitment plan.

The Manager, International Student Recruitment will provide leadership for initiatives and activities related to international student recruitment, oversee the implementation of the prospective student communication plan, and will be responsible for the direct supervision and performance management of the International Recruitment team including Contract overseas staff and independent recruitment agents. Some international travel will be required to maintain overseas relationships.

This is a key role in supporting the College’s strategic enrollment goals.

Minimum Qualifications

  • Bachelor’s Degree.
  • 4 years of relevant experience.
  • Successful track record in international student recruitment, project management and/or B2B sales and negotiation
  • Ability to provide positive, team-oriented leadership, including strong leadership skills.
  • Strong project management skills.
  • Familiarity with the principles of strategic enrolment management (SEM).
  • Ability to participate in recruitment activities outside normal office hours
  • Ability to travel off-site from the college, including international business travel that may exceed 30 days annually
  • Valid passport and ability to obtain international travel or business visas without restriction
  • An equivalent combination of directly related education and experience may be considered.

 

 

 

Preferred Qualifications

  • Knowledge of current and emerging post-secondary recruitment practices, strategies, and trends.
  • Valid status as a Registered Canadian Immigration Consultant
  • Ability and experience in speaking and engaging a variety of individuals in a public setting.
  • Experience in working with an SIS
  • Previous experience within the post-secondary and/or unionized work environments.
  • Fluency in a second language
  • Ability to manage staff performance in a unionized environment
  • Experience living and working overseas
  • Great team member and collaborator: be self-accountable, reliable and help out with whenever and with whatever may be needed.
  • Excellent organizational skills and ability to lead a team to meet deadlines.
  • Strong interpersonal and communication skills to develop relationships and resolve complex issues.

 

Duties and Responsibilities

Team Development

  • Exercises overall managerial direction of the area of responsibility with available resources for the purpose of delivering high-quality service to the College Leadership Team that advances the College’s strategic goals.
  • Provides overall supervision to the International Student Recruitment team including management of overseas Regional Representatives and international recruitment agents.
  • Recruits and hires staff to meet the changing needs of the department.
  • Writes and reviews job descriptions, recruitment action forms
  • Reviews postings and interview scripts
  • Shortlists candidates, establishes interviews panels
  • Evaluates candidates and selects candidate to be hired
  • Responsible for the supervision, evaluation, scheduling, disciplining, performance management and motivation of direct staff to ensure optimal service is maintained.
    • Providing direction and feedback for employee’s work.
    • Performance appraisals on direct reports
  • Identifies and takes corrective action on performance issues.
    • Coaching staff, including first-level performance management conversations, on performance issues.
    • Escalating and discussing performance and discipline concerns with the Associate Director and/or Human Resources when the issues move beyond first-level performance management.
    • Approves and monitors vacation and other applicable absence requests and overtime of direct reports within budget parameters.
  • Develops employees in the competencies and technical requirements of their work; determines appropriate professional development; ensures that new staff are appropriately orientated and trained. Maintenance of Agresso absence reports, vacation and other absence approvals.
  • Interprets and applies the terms of relevant collective agreements and represents management in responding to grievances of employees
  • Creates, maintains and monitors annual goals / deliverables for areas of responsibility accountability based on institutional strategic priorities and manages staff to successful completion of the goals.
  • Develops, manages, and monitors financial budgets for areas of responsibility, including developing business cases when needed, for the most effective use of budget dollars.
  • Manages and supervises the work of direct reports to ensure effective and consistent service. This includes having regular individual or team meetings as appropriate.
  • Exercises overall authority to assign/reassign work of employees based on operational needs to deliver on the goals of the department and the College.
    • Interprets and applies the terms of relevant collective agreements and represents management in responding to grievances of employees
    • Reviews work, as necessary, prior to distribution to stakeholders.
  • Collaborates and carries joint responsibility with the other members of the Marketing and Recruitment leadership team to provide for effective operations.
  • Ensures compliance with applicable College policy and procedure, government legislation, regulations and guidelines.
  • Investigates, leads the response to, and reports to the College’s privacy office on privacy breach incidents for areas of responsibility.
  • Proposes revisions to College procedures and gives input on revisions to College policies associated with areas of responsibility.
  • Represents Marketing and Recruitment on College and external committees as appropriate.
  • Maintains effective and positive relationships with relevant stakeholders across the College and in the community.
  • Supports the Director in addressing special requirements and initiatives.

 Development and Implementation of International Student Recruitment Strategy

  • Develops, designs, and implements a comprehensive student recruitment plan that aligns with the College’s strategic direction and priorities.
  • Plays an integral role in the strategic planning and implementation for increased student enrolment; builds strong internal and external relationships with international recruitment agents, and other relevant institutions and organizations.
  • Develops and manages processes to ensure effective proposal production and the effective management of contracts.
  • Negotiates and closes complex deals involving use of college resources, staff and faculty.
  • Manages activities of the International Student team, oversees regional representatives and international recruitment agents in alignment with the international recruitment plans, strategic priorities and in response to emerging opportunities.
  • Manages the collection and reporting of data relative to recruitment targets and plans to assist in evaluating and planning for future activities.
  • Investigates opportunities and coordinates activities based on current recruitment information gathered from different sources for student centered recruitment.
  • Maintains open and collaborative interactions between Recruitment, Admissions, and all departments in the College with the focus on recruitment and enrolment management strategies.
  • Monitors and proactively informs Director of changes from Immigration Refugee and Citizenship Canada and/or provincial government policies, guidelines, and programs impacting prospective and current learners
  • Reviews program proposals/changes and advises Director on immigration related impacts to students and the institution
  • Provides subject matter advice to leaderships teams and College committees (e.g., Strategic Enrollment Management)
  • Develops and delivers presentations highlighting immigration pathways for prospective students and agents

 

Operations of International Student Recruitment

  • Responsible for high level management of the operation of international student recruitment activity.
  • Provides College leadership for Strategic Enrolment Management (SEM) in the area of international recruitment and communication with prospective students.
  • Manages international project teams throughout proposal development, project planning, project implementation, financial management, and monitoring/evaluation phases.
  • Builds relationships with senior government officials and corporate executives in Canada and internationally
  • Consults closely with the marketing team on advertising and marketing.
  • Aligns brand messaging between recruitment and marketing.
  • Provides input for the College’s admissions targets and maximums.
  • Provides leadership for development and maintenance of system(s) for communicating with and tracking inquiries from prospective students.
  • Maintains a high level of service to prospective students and agents by ensuring:
  • the provision of accurate and up to date information
  • inquiries are answered efficiently or are directed to the appropriate department for completion.
  • Responsible for developing and managing electronic communications to ensure compliance with all relevant legislation.
  • Monitors and reports on effectiveness of communications strategies and identifies opportunities for improvement.
  • Maintains other key department contacts including training to gather information about recruitment needs, quality of leads/prospects, and additional information to support recruitment initiatives.
