Vice President, Finance and Administration (VPFA)

This is a pivotal moment to join Kwantlen Polytechnic University’s executive leadership team. We are looking for a senior leader to guide KPU through a period of reinvention.

As the VP Finance and Administration, you will report to the President and Vice Chancellor and directly reporting to you are the Associate Vice President Finance, Chief Information Officer (CIO), the Associate Vice President Campus and Community Planning, the Executive Director Facilities, the Divisional Business Manager and the Executive Assistant. The Director, Internal Audit reports operationally to the VPFA.

As the VP Finance and Administration, you are the Chief Financial Officer of the University and have executive responsibility for the functions of Finance and Procurement Services, Information Technology, Campus and Community Planning, Facilities, daily operation of KPU’s five campuses, and Ancillary Services.

As a member of the senior leadership team, you have shared responsibility for the overall leadership of KPU in a manner that achieves its goals and objectives. You are responsible for providing proposals, reports and recommendations to the Board of Governors, and its Finance and Audit Committee, as directed by the President. You will provide support to the Board of Governors and its committees in the fulfillment of its governance responsibilities.

You will contribute to the development, and have shared responsibility for, the successful implementation of a strategic plan that establishes goals, identifies key strategic issues and sets objectives and plans. In the context of KPU’s strategic and operating plans, the VP Finance and Administration recommends annual personal performance objectives to the President and reports on progress against those objectives quarterly and annually.

The Location

KPU is a multi-campus institution. The senior leadership team is located at the Surrey Main Campus. The Finance and Administration teams are located at various campuses; frequent travel between campuses is required.

Nous recherchons un(e) conseiller(ère) technique principal(e) basé(e) en Afrique du Sud.

Le/la conseiller(ère) technique principal(e) (CTP) sera basé(e) à Pretoria, en Afrique du Sud, en tant que responsable local du programme de perfectionnement des compétences en Afrique du Sud (PPCAS) financé par Affaires mondiales Canada (AMC). Le/la CTP collaborera avec les parties prenantes clés du gouvernement, des établissements d’enseignement, de l’industrie et des bailleurs de fonds, soutenant à la fois les partenaires sud-africains et canadiens dans la mise en œuvre du programme. Il/elle veillera à la cohésion, à la coordination et à la qualité des contributions des partenaires canadiens, favorisant une collaboration efficace. PPCAS est un programme qui collabore avec 15 collèges financés par des fonds publics dans les provinces du Limpopo et du Cap-Oriental, le Ministère de l’enseignement supérieur et de la formation (MESF) d’Afrique du Sud, les Collèges et Instituts Canada (CICan), ainsi que neuf collèges membres à travers le Canada.  Le programme répond aux besoins du DESF et des collèges sud-africains de DESF afin de s’assurer que leurs étudiants soient équipés des compétences nécessaires pour contribuer au développement économique et social de leurs communautés par l’emploi ou l’entrepreneuriat.  Le programme soutiendra le renforcement des capacités dans quatre grands domaines : l’utilisation efficace de la technologie éducative; l’égalité des sexes et une plus grande inclusion — surtout pour les élèves en situation de handicap; des améliorations des modules de cours d’orientation professionnelle et de préparation au travail; et le renforcement des partenariats avec les employeurs.

ÉDUCATION

  • Diriger ou gérer des programmes internationaux complexes financés par des bailleurs de fonds dans le secteur d’enseignement et formation technique et professionnelle (EFTP), du développement de la main-d’œuvre/formation des compétences ou de l’emploi des jeunes.

We are looking for a Senior Technical Advisor to be based in South Africa.

The Senior Technical Advisor (STA) will be based in Pretoria, South Africa, as the in-country lead for the South Africa Skills Training Enhancement Program (SASTEP) program funded by Global Affairs Canada (GAC). The STA will engage with key stakeholders across government, educational institutions, industry, and donors, supporting both South African and Canadian partners in implementing the program. They will ensure the overall cohesion, coordination, and quality of contributions from Canadian partners, fostering effective collaboration and coordination. Additionally, the STA will provide technical and policy advice to stakeholders as needed, manage the office in Pretoria, supervise local staff, and perform effectively at both policy and operational levels.

SASTEP is a program that partners the 15 publicly funded colleges in the provinces of Limpopo and Eastern Cape, South Africa’s Department of Higher Education and Training (DHET), Colleges and Institutes Canada (CICan), and nine member colleges from across Canada.  The program responds to needs from DHET and South African TVET colleges to ensure that their students are equipped with the skills and competencies they need to contribute to the economic and social development of their communities through employment or entrepreneurship.  The program will support capacity building in four main areas:  the effective use of educational technology; gender equality and greater inclusion—especially of students with disabilities; improvements to career guidance and work readiness course modules; and strengthening partnerships with employers.

SOME OF THE KEY RESPONSIBILITIES INCLUDES:

  • Program Leadership & Governance – Provide overall leadership for SASTEP, ensure effective governance structures, and align implementation with Ministry of Education/Department of Higher Education and Training Systems (DHET) priorities.
  • Stakeholder Engagement – Represent CICan in South Africa with government, industry, donors, and institutional partners; build and strengthen partnerships between Canadian and South African stakeholders.
  • Team & Office Management – Recruit, lead, and manage local staff and consultants; oversee CICan’s office operations in Pretoria in compliance with local laws.
  • Financial & Reporting Oversight – Collaborate with Ottawa colleagues to prepare annual work plans, budgets, and reports; ensure sound financial management and accountability.
  • Monitoring, Evaluation & Strategic Improvement – Lead program monitoring, evaluation, and risk management; integrate cross‑cutting themes (gender, environment, governance) and intervene strategically to enhance project outcomes.

MINIMUM REQUIREMENTS

EDUCATION 

  • Post-secondary diploma in International Relations, Education, Political Science, International Development or other relevant fields, or an equivalent combination of education and experience.
  • Certification in project management PMP (an asset).

MIMINIMUM OF 10 YEARS OFEXPERIENCE IN:

  • Leading or managing complex, donor-funded international programs in the Technical and Vocational Education and Training (TVET), workforce development/ skills training or youth employment sector.
  • Engaging high-level government officials and maintaining effective relationships with government agencies.
  • Working in and/or with the Canadian college/institute system and network is highly desirable.
  • Working with qualification frameworks, curriculum development in higher education, teacher training, TVET leadership delivery, educational technology, and online/ blended learning.
  • Partnerships with industry and TVET at a systems level to build effective training solutions to meet industry needs.
  • Budget and financial monitoring and the production of financial reports.
  • Mobilizing and convening diverse stakeholders from government, educational institutions and the private sector.
  • Results-based management, ideally with internationally funded programs.
  • MS Excel to create budgets, analyze and manage data, visualization and reports, using advanced tools and features.
  • Managing office operations, supervising staff, and ensuring effective administrative functions, ideally in an international context.
  • Using Power BI for data visualization and reporting (an asset).

Reporting to the Vice-President Academic and Research, the Dean, Academics is a key member of Northern Lights College’s (NLC) academic leadership team and is responsible for providing strategic, academic, and administrative leadership to the faculty and staff of the division. In this role, you will play a central part in delivering the landmark Mamawi initiative—a five-year, Indigenous-led project funded by the BHP Foundation. The Mamawi initiative aims to transform entrepreneurship, business, and accounting education for Indigenous learners in colleges and institutes across Canada. As Senior Program Officer, you will support the full lifecycle of Mamawi project and related initiatives—contributing to strategic planning, implementation, engaging partners, and ensuring culturally grounded communications and reporting.  Guided by a Governing Circle of Indigenous Institute leaders, you will ensure that Mamawi is implemented in a good way—honouring Indigenous protocols, knowledge systems, and governance.

In this role, you will:

  • Monitor project activities, timelines, and budgets;
  • Liaise with with Indigenous leaders, Elders, Knowledge Holders, Indigenous business, member institutions, funders, and other external partners;
  • Develop culturally appropriate communications and knowledge-sharing tools;
  • Develop reporting and evaluation frameworks that reflect both Indigenous and Western measures of success;
  • Provide strategic input to CICan’s advocacy and government relations efforts by sharing Indigenous-led perspectives and evidence.

MINIMUM REQUIREMENTS

Eligibility:
The ideal candidate self-identifies as First Nations, Inuit, or Métis and brings lived experience and cultural knowledge to guide Indigenous-centred approaches.

Education

  • Postsecondary education in Indigenous Studies, Public/Business Administration, SocialSciences, Community Development, Education, and/or a combination of education and work experience.
  • Certified Associate in Project Management (CAPM) – an asset
  • Project Management Professional Designation (PMP) – an asset

 Minimum of 5 years of experience in:

  • Planning, implementing and administering programs and projects funded by government agencies other donors and funders involving indigenous communities
  • Working in partnership with indigenous communities, organizations, or students, and lived experience relevant to the position and/or strong indigenous community connection required.
  • Leading strategic initiatives and facilitated cross-sector collaboration by coordinating with diverse stakeholders—including indigenous community partners, government agencies, funders, and internal teams—to ensure successful project implementation, alignment with organizational goals, and inclusive decision-making
  • Working collaboratively with Indigenous communities, organizations and leadership, with a deep understanding of the cultural, social, and historical context that shape their priorities
  • Navigating Indigenous governance structures and protocols, ensuring respectful and meaningful engagement
  • Advanced proficiency in budget management and financial monitoring (prepare program and activity budgets, advance requests, and financial reports; monitor and analyze program and activity actuals and budgets, including variance analysis and projections)
  • Developing outreach strategies that build trust and foster long-term relationships with Indigenous partners, including the use of culturally appropriate communication methods
  • Leading the planning and delivery of events, workshops, webinars, and/or consultations with diverse audiences
  • Overseeing complex initiatives by effectively managing timelines, budgets, deliverables, and reporting obligations in alignment with donor requirements and organizational standards
  • Collecting, analyzing, and interpreting qualitative and quantitative data to assess program outcomes
  • Developing and overseeing the preparation of comprehensive narrative and financial reports, ensuring accuracy, alignment with donor requirements, and timely submission to internal and external stakeholders
  • Strong written and verbal communication skills, with experience preparing briefing notes, reports, presentations, and stakeholder communications

 Knowledge and Skills

  • Indigenous and Western governance/accountability systems
  • Indigenous systems, protocols, governance, and partnership approaches
  • Project management tools and methodologies (e.g., logic models, Gantt charts, PM frameworks)
  • Demonstrated knowledge of quantitative and qualitative data collection methods, data analysis, using data for program management
  • Performance measurement frameworks, logic models, and evaluation tools
  • Monitoring and evaluation principles and data collection methods
  • Understanding of risk management and mitigation strategies in program delivery
  • Intermediate to advanced Excel to manage budgets and Monitoring and Evaluation data (able to use formulas and create pivot tables)
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Familiarity with CRM systems and data management practices
  • Familiar with Power BI for data visualization, dashboard creation, and reporting to support program monitoring and decision-making
  • Familiar with federal government structures, funding mechanisms, and reporting requirements
  • Comfortable working with shared digital workspaces and collaboration tools (e.g., SharePoint, MS Teams, Zoom)
  • Results-based management
  • Writing for social media targeted to different platforms
  • Knowledge of postsecondary system in Canada (an asset)

 Compensation: $87,463 to $107,055 (PS III) – unionized position

L’opportunité 

Chez Collèges et Instituts Canada (CICan), nous recherchons un leader collaboratif et visionnaire pour rejoindre notre équipe. Sous la responsabilité de la vice-présidente, Programmes et Partenariats, le Directeur ou la Directrice, Éducation et Partenariats autochtones, dirigera la nouvelle initiative historique Mamawi, menée par les Autochtones, ainsi que d’autres programmes et partenariats éducatifs axés sur l’éducation autochtone, afin de renforcer la capacité des collèges et instituts publics du Canada, grâce à l’engagement de CICan envers la réconciliation. Comme il s’agit d’un poste inaugural, il jouera un rôle clé dans l’élaboration et la mise en œuvre de ces initiatives. 

Lieu : Le candidat ou la candidate retenu(e) devra, de préférence, être basé à Ottawa et adopter un modèle de travail hybride avec une présence régulière au bureau. D’autres modalités de travail à distance, avec déplacements à Ottawa, seront considérées.

Rôles et responsabilités clés : 

  • Diriger la mise en œuvre de Mamawi, une initiative historique de cinq ans menés par des Autochtones et financée par la Fondation BHP, qui vise à transformer l’enseignement de l’entrepreneuriat, des affaires et de la comptabilité pour les apprenants autochtones dans les collèges et instituts.
  • Superviser l’ensemble du cycle de vie des projets — élaborer des stratégies, mobiliser les partenaires, guider la mise en œuvre, assurer une communication adaptée à la culture locale, suivre les progrès et rendre compte des impacts.
  • Guidé par un Cercle de gouvernance composé de leaders d’instituts autochtones, vous veillerez à ce que Mamawi soit mis en œuvre de manière à respecter les protocoles et les systèmes de savoirs autochtones.
  • Diriger le portefeuille élargi de CICan en matière d’éducation et de partenariats autochtones, en soutenant les initiatives actuelles et émergentes qui renforcent les parcours d’apprentissage adaptés à la culture et renforcent les capacités organisationnelles et institutionnelles pour faire progresser la réconciliation. 
  • Travailler en collaboration avec l’ensemble de CICan, en partenariat avec les collègues de la division Programmes et partenariats, afin de partager les approches autochtones et de travailler en équipe pour enrichir les initiatives nationales et internationales, notamment en matière de développement de la main-d’œuvre, d’innovation et de coopération mondiale.
  • Collaborer aux activités de relation gouvernementales et le travail de plaidoyer de CICan en apportant des perspectives, des données probantes et des idées provenant des communautés autochtones afin d’éclairer les décisions en matière de politiques et de financement, agissant comme un contributeur clé plutôt que comme le principal responsable. 
  • Bâtir, encadrer et guider une équipe qui incarne les valeurs de CICan en matière de respect, d’inclusion et de réconciliation, tout en favorisant un environnement de sécurité culturelle, de collaboration et d’excellence.  
  • Respectueusement, en collaboration avec des leaders autochtones, des Aînés, des détenteurs de savoirs, des entreprises autochtones, des établissements membres, des bailleurs de fonds et d’autres partenaires externes, vous veillerez à ce que les programmes soient livrés dans les délais, dans le respect du budget et selon des approches qui intègrent à la fois les principes autochtones et occidentaux de la reddition de comptes et du succès. 
  • En tant que membre de l’équipe de direction de CICan, vous représenterez l’organisation avec crédibilité et humilité auprès des principaux groupes partenaires, y compris les partenaires autochtones, les représentants du gouvernement fédéral, les chefs de file de l’industrie et les organismes internationaux.
  • Surveiller les tendances et les possibilités de financement, contribuant ainsi à positionner les collèges et instituts comme des partenaires de confiance et des contributeurs essentiels aux écosystèmes de compétences et d’innovation au Canada.

La Personne 

Nous recherchons un leader qui allie expertise professionnelle à une compréhension approfondie de l’indigénéité et de la décolonisation organisationnelle. Le candidat ou la candidate possédera une formation pertinente en études autochtones, administration des affaires, affaires publiques/internationales, gestion de projets ou une combinaison équivalente de formation et d’expérience pertinente. Une certification en gestion de projets (PMP) serait considérée comme un atout. 

Le candidat ou la candidate idéal(e) s’identifie comme membre des Premières Nations, Inuit ou Métis et apporte son expérience vécue ainsi que des connaissances culturelles pour guider les approches centrées sur les peuples autochtones. Il/elle possède une expérience éprouvée en leadership et en gestion d’équipe, incluant le recrutement, le développement professionnel, la gestion de la performance et de la promotion d’équipes collaboratives et respectueuses.  

Il/elle possède une expertise dans la gestion de programmes multipartites financés par des gouvernements, des fondations ou des organisations similaires, ainsi que des compétences en matière de conception, de mise en œuvre, de production de rapports et d’évaluation de programmes. Une compréhension approfondie des systèmes de savoirs autochtones, des protocoles, de la gouvernance et des approches de partenariat autochtones est essentielle, de même qu’un engagement fort envers ces principes. 

Le candidat ou la candidate démontre sa capacité à bâtir des partenariats fondés sur la confiance avec les communautés autochtones, les institutions, les Aînés, les détenteurs de savoirs et d’autres partenaires. Il/elle possède d’excellentes compétences en communication et d’établissement de relations, et sait travailler en collaboration entre différentes cultures, secteurs et niveaux de gouvernement. Enfin, il/elle peut fonctionner efficacement dans des environnements complexes impliquant de multiples partenaires et naviguer à la fois dans les systèmes de gouvernance et de responsabilité autochtones et occidentaux. 

Il/elle possède une solide connaissance de l’écosystème des affaires autochtones et des parcours éducatifs qui le soutiennent, y compris les instituts autochtones et les titulaires d’ISET à travers le Canada. Il/elle entretient des relations établies au sein des communautés autochtones et des organisations partenaires et peut tirer parti de ces réseaux pour obtenir des résultats significatifs centrés sur les Autochtones. 

Une connaissance directe du système des collèges et instituts canadiens, y compris sa diversité, sa gouvernance et son rôle en constante évolution dans le développement de la main-d’œuvre et l’innovation, est considérée comme un atout important. Une expérience en contribution au dialogue politique ou en soutien aux relations gouvernementales/activités de représentation serait précieuse. La capacité de communiquer en français et/ou dans une langue autochtone est également considérée comme un atout.
